In Missouri, 18 local agencies weatherized 2,416 homes last year. Since 1977, more than 150,422 Missouri homes have been weatherized.

Summary of Joint Ventures
The Missouri Department of Natural Resources' Energy Center staff has worked with utilities and other state agencies to secure increased funding for weatherization assistance to Missouri low-income residents.
Under an agreement reached in a March 2000 rate increase for AmerenUE natural gas customers, an additional $125,000 is available annually from the utility company to supplement weatherization projects in the AmerenUE natural gas service areas in portions of central, eastern, and southeast Missouri. The monies will help residents in 18 Missouri counties where AmerenUE provides natural gas service.
Under an agreement reached with Missouri Gas Energy about two years ago, the Energy Center staff has worked to secure increase funding of $340,000 annually to customers of Missouri Gas Energy. 23 Missouri counties are included in Missouri Gas Energy service territory in western Missouri.
This year, the Energy Center staff worked with Laclede Gas Company to secure increased funding of $300,000 annually to provide weatherization assistance to customers of Laclede Gas Company. The program is intended to reduce energy costs for low-income customers thereby reducing their arrearages and potentially the level of uncollectibles experienced by the company. Laclede Gas service territory includes St. Louis City and one or more of the surrounding counties of St. Louis, Ste. Genevieve, St. Francois, Madison and Butler counties in eastern Missouri.
Weatherization Day 2006 Activities
On Thursday, October 19, the Missouri Department of Natural Resources hosted a tour of the Samaritan Outreach Center, a homeless shelter and kitchen designed to help those in need attain self-sufficiency. The building, which received improvements through the Weatherization Assistance Program in 2001, was visited by Representative Jo Ann Emerson who was able to witness the benefits and impact of the Program firsthand. The event attracted attention from both state and local media.
Weatherization Day 2001 Activities
At Missouri's Statewide Weatherization Conference, Governor Bob Holden read and signed a proclamation designating October 30th Weatherization Day.
The state office worked with five local agencies to conduct five site demonstrations throughout the state. Lt. Governor Joe Maxwell and Representative Carol Jean Mays participated in the Kansas City site demonstration. Representative Bill Ransdall and Katherine Hollingsworth also attended site demonstrations in Crocker and Arnold, respectively.
The state office issued a media advisory and several television and radio stations interviewed the Governor and Energy Center director at the State Weatherization Conference. The state office also devised and published an article for the Fall Issue of Missouri Resource magazine, which has 54,000 subscribers.
Weatherization Day 2000 Activities
The Department of Natural Resources issued a press release to statewide media outlets announcing Weatherization Day 2000. An article was submitted to the Department's Inner Resource newsletter announcing Weatherization Day and the activities conducted throughout the state.
Portfolio packets were sent to the 18 local WAP to encourage their promotion of this event. Energy Center staff developed and distributed a Weatherization poster throughout the Jefferson City area at grocery stores, Salvation Army, City Hall, laundromats, and public libraries. A utility flyer insert was developed for mailing to consumers during the months of January and February. The Energy Center also participated in an actual Weatherization on-site demonstration on October 30th. Several television stations covered the event along with the local radio and the daily newspaper.
Two local Weatherization agencies (North East Community Action Corp. and Economic Security Corp. of Southwest Area) hosted on-site home demonstrations in Hannibal and Joplin area inviting local media, state and local officials to observe the demonstration. A Weatherization agency (Urban League of Metropolitan St. Louis) distributed weatherization kits to residents along with making a presentation on ways to reduce your utility cost. Several Weatherization agencies (Ozark Action, Inc and Community Services Inc. of Northwest Missouri) submitted an article in their daily/weekly newspapers and published a press release.
Northeast Missouri Community Action Agency was interviewed by KIRX/KRXL radio, Kirksville on the program guidelines and the measures that produce the most energy savings. This interview aired several times during the week of October 11. Northeast Missouri Community Action Agency was interviewed by KMEM radio in Memphis, Missouri on October 20. This interview on the importance of weatherizing the home and how to obtain weatherization services was aired during the week of October 23.
Summary of Program Evaluations
A Low-Income Weatherization pilot program was sponsored by Missouri Gas Energy Company, which contracts the delivery of service to the Kansas City Weatherization Assistance program.
The pilot was conducted for two years and the impact evaluation of the pilot program documents increases savings and improved benefit cost ratio for the program. Between its inception and March of 1999, the Missouri Gas Energy Low-Income Weatherization Assistance Pilot Program served 343 clients providing an estimated savings to Missouri citizens of $61,720 a year in 1997 dollars or $1, 167,540 over the 20 year life of the installed measures.
In addition, the program is providing an electric savings of 500 kWh per year per customer, or about $35.00 a year off the average bill. The benefit-to-cost ratio for the program is 1.62 to 1. The evaluation concluded that the Missouri Weatherization Program is cost effectively providing weatherization services to the residents of Missouri.
